Yep.

Most of the paddlers at races who do smoke are great at self policing their proximity to others. But, many cheering sections, and spectators are not so concerned about others' air space.

As one of the other posters here typed - stating that NESS races are a smoke free activity would put us in tune with the 21st century.

Maybe with a camera, anyway.

It has been my observation that everyone who smokes at NESS races does so due to medical necessity.

I'm against any official anti-smoke policy (at least for spectators), and unless the shores of a particular event are on private property, I don't think any no-smoking policy would have legal merit.
I much prefer the social stigma of, "if you smoke here, you're an ass," as the curtailing force.
A sign stating something like, "Be courteous to the competitors and spectators; please no smoking within 200 feet of the race course," could help to give folks a clue.
